State tax debt: Official collection resources for every state
Find official tax collection, payment-plan and taxpayer-rights resources for all 50 states and D.C. Keep state notices and deadlines separate from IRS rules.
A state tax letter needs a state response
TaxRZR mainly explains federal IRS collection. This page is the exception: a directory of official state collection, payment-plan and taxpayer-rights resources, not a state-law advice service. It covers all 50 states and Washington, D.C.
Use the state or District agency that issued your notice. An IRS payment plan does not automatically resolve a state balance. A federal hearing request, federal offer in compromise or IRS hardship status is not automatically a state request or a state protection. Ask the state agency which procedure applies.
Have a deadline today or this week? Read the actual state notice and contact its independently verified issuing agency immediately. Opening a link, sending a general message or applying for a payment plan does not necessarily preserve a protest, hearing or court deadline.
How to use the directory
Find your state below, then open the official resource. Every entry names the agency, identifies the particular page or document and explains what to look for. Some links lead to a collection-process guide; others lead to payment arrangements, taxpayer rights or collection laws. They are not interchangeable, and none promises that you qualify for relief.
The alphabetical groups are:
- Alabama to District of Columbia
- Florida to Iowa
- Kansas to Montana
- Nebraska to Pennsylvania
- Rhode Island to South Dakota
- Tennessee to Wyoming
If a page has moved, verify the agency using its official site and search for the named resource or contact its tax collection unit. Do not pay through an advertisement or send records to an address copied from an unverified search result. A government agency may use a vendor, but verify that relationship through the agency before proceeding.
Before you call or submit anything
Write down the issuing agency, tax type, tax periods, account or notice number, balance and every deadline. Separate questions about whether the assessment is correct from questions about how to pay it. A payment-plan application is not necessarily an assessment appeal.
Ask the state agency:
- Which office handles this account now, and has it been referred to another state office or an outside collector?
- What deadline, form and delivery method preserve my objection or hearing rights?
- What payment, hardship, compromise or penalty-relief options exist for this tax, and what are their requirements?
- Does a pending request or approved arrangement stop collection, interest or a lien? What continues?
- What returns and current payments must remain up to date?
- How can I verify the current form and securely submit financial records?
Keep a separate debt inventory and communication log for each agency. Those organizational tools can help you record facts; their IRS examples and federal deadlines do not become state instructions.

Federal and state cases can run at the same time
If both the IRS and a state say you owe, treat them as separate accounts. Confirm each balance, tax period and payment destination. Do not assume a payment sent to one agency will be credited to the other, or that resolving one notice closes both cases.
A federal return change can raise a state reporting question. Ask the state whether it requires an amended return, adjustment report or other response, and what timing applies. Do not assume a federal filing or IRS agreement satisfies the state requirement.
Collection terms also differ. Do not copy the IRS’s collection-expiration framework, hearing forms, exemption amounts, installment thresholds or levy rules into a state case. Confirm the governing state procedure and any available review rights for the specific tax and stage.
If you need representation for both debts, ask whether the representative handles that state, that tax and that forum. A federal engagement is not automatically an agreement to represent you before a state agency. Our professional-selection guide can help you ask about credentials, scope and fees; verify any state-specific authority separately.
Match the tax and the collecting office
Not every state tax letter concerns individual income tax. States can collect business, sales and use, withholding, excise and other taxes even where an individual income tax does not apply. The same state may divide responsibilities among several agencies.
Local property taxes, city taxes, unemployment contributions and other obligations may have a different collector. A department may also collect debts referred by another agency. The directory points to the resource named in each entry; it does not cover every local, tribal or territorial tax authority.
California’s multi-agency past-due-liability page and Ohio’s assessment-referral guidance illustrate why the office on the notice matters. Follow the agency’s current routing instructions rather than choosing an office only because it has “revenue” in its name.
If you cannot afford help
Ask the state agency about its taxpayer-rights, ombudsman, advocate or hardship resources where available. A state program is not the federal Taxpayer Advocate Service.
Our free and low-cost help guide explains federal LITC and TAS assistance. TAS handles qualifying federal IRS problems, not state-agency disputes. A clinic’s state-tax assistance, if any, must be confirmed directly; do not assume its federal representation covers the state case. You can also ask local legal aid whether it handles your particular tax issue.
If immediate collection threatens essentials, say exactly what the harm is and when it will occur. Keep evidence ready, but use the state agency’s verified process before sending private records. Neither this directory nor a request for help creates an automatic collection hold.
Does an IRS payment plan cover my state tax debt?
No. An IRS arrangement does not automatically establish a state arrangement or resolve a state balance. Contact the collecting state agency about its own requirements and keep the two accounts separate.
Can I use IRS hearing forms for a state tax notice?
Do not assume so. State protests, administrative hearings and court review use the state’s own procedures. Read the actual notice and verify the required form, deadline and delivery method with the issuing agency.
Does a state without individual income tax have tax collections?
It can. Other state taxes and business obligations may still be administered and collected. Identify the tax on the notice rather than assuming that no individual income tax means no state tax debt.
Can the federal Taxpayer Advocate Service resolve a state tax dispute?
TAS assists with qualifying federal IRS problems. A state dispute needs the appropriate state agency or a representative who handles that state’s procedures. Ask about state taxpayer-assistance resources and confirm any clinic’s state-case scope directly.
Directory checks, sources and limits
Official resource destinations and their stated topics were checked October 30, 2026 (US Eastern time). The linked state agency pages, government-published rules and forms are the sources for the directory; Source Notes records the dated addition and all 51 destinations.
This check verifies official entry points and topic matching, not a complete legal review of each state’s collection law or confirmation that every linked form is the newest revision. A live link is not proof that every statement on a source page is current. Confirm current law, forms, intake routes and deadlines with the responsible agency.
